I have a 18Lx18Wx36H screen cage my house is about 65-70 degrees regularly if I want the basking spot to be 93 and the rest of the enclosure to be 75-80 degrees would a 100 watt bulb be too hot or would a 60 watt bulb be fine?

I would suggest the 100w bulb.
A 60 watter might get the job done, but you'd probably have to put it right against the screen.
The 100 watter will give you some distance away from the screen and the ability to move the light around to get the proper temp you are seeking.
If you have a basking spot of 90 degrees, the rest of the exlosure will give you a nice gradient for temperature away from where the light is directly shining. HOWEVER, with an enclosure such as you have described, you're going to have to plant it pretty heavily so that there is cooler temperatures BELOW the basking light. Your cham can dip down through the plants to escape the heat.
It's hard to partial light half of the enclosure when youre dealing with a square.
