I don't know anything about monkey's so I don't know if the monkey biscuts have meat in them. But rats do eat meat. So a diet of low quality dog food supplemented like once a week or so with veggies, fruits, and some bread do good. The high proteine is good for the mother if she is bred back to back. I personally use ol'roy bites and bones from wal-mart.
The low quality dog food has meat and meat by products in it, and the grains in it they need.

1.1 Ball Python, 0.1 motley amel corn, 0.1 western hognose
I feed mine the cheapest low quality dog food from the grocery store and they do great.

I personally, and without doing a lengthy search for contents and %s would say that this is a low protein and fat diet. For breeding rats you are gonna want about 5% higher than the monkey chow and the pigeon mix. Okay for lazy pets but not for breeders. That and something nags in my head about safflower not being good. But I can't find where. I personally would got to a whole corn, whole oats mix with some sunflower and dog kibble for the base. I aim for a 25%protein and near 10% fat. Check the tags on what you have.
Plus, personally I don't have rats that eat pigeon mix. Mice, but not rats.....they won't fuss with the millet.
