In a word, yes. Cornsnakes can be bred without any cooling, though the results will vary. For most corns, even just the shortening and lengthening of days that comes with the seasons is enough of a cue to get them to breed. I've not seen much difference between brumated and non-brumated males in reguards to fertility rates, though my experience with non-brumated males is limited.

I've never brumated my adults and it doesn't seem to have made a difference. I do reduce feeds in the winter though - gradually reducing from late September (as long as females have recovered bodyweight from egglaying) until they're on one feed a month in December & January.
My 11 year old females always double clutch, record numbers being clutches of 24 and 29 fertile eggs in late May, followed by clutches of 20 and 18 respectively in mid July.
