my leos are about 9 months old and have already started to fornicate. They are pretty large for thier age about 8-10 inches and generally bulky bodies, are they just"practicing" or could they actually produce offspring at this age?

fornicate? LOL. I dont believe leos marry, so in fact, its not fornication, lol. But a nice use of the word..hehehe.
To answer your question, yes..they can reproduce at this age...but weigh is the most important factor, make sure they are nice and fat and healthy.
