Cold weather question

Hello. I don't own an Iguana, however I do have a question about something I saw last month.
I was at the vet with my gecko, and as i was leaving, there was a girl there with a large iguana on her shoulder, on a leash. It was one of the coldest days of the year, like -30 celcius, and really windy... but she didnt have him in a travel cage wiht a blanket or anything. just on her shoulder.. i looked around and didnt see any blankets or anything. This really surprised me, because, well they ARE cold blooded... And even if she drove here, she would still need to walk from the car to the vet office, and well it was really cold. I had my gecko in a little box with one of those "hot pads" you put in mittens, a face cloth, and wrapped in a towel..
I am just wondering, was she doing a normal thing or am i right in thinking that she should have had him in a blanket or something?

Ya she should have her head examined...she will be lucky if the ig doesnt catch a cold...they need extreme heat if you take them out to the vet like that...she was wrong....thanks for asking...Lyn
