when ever i touch my beardies tail right near the tip, he/she whips it away very fast and runs for a few steps, is this normal?, what does it mean?

I think it means she would like you to stop tickling her tail.

I think the beardie does not like it.
it's just that he never used to to that, i was just wondering if he was stresed out or somethin cuz usually he doesn't make any sudden movements, he's extremely dosile, the most i've ever seen

Does he watch you touch his tail? I mean - if he does not watch it - he probably has no idea what is touching him.
I dont think it is anything to worry about - and I consider it normal.

Agreed, sounds like your beardie doesn't like it and wants you to stop.
