Is it sticking out of him or does he just have a larger bulge than normal? If the actual hemi-penis has come out of him and does not go back in thats a prolapse and he needs to see a vet. If it cannot be put back in, it will have to be removed. I wouldn't try massaging it back in yourself, if this is in fact the case. Hopefully someone with more experience will post to help you out more as neither of my males have had any trouble.

Its definatly infected, hemipenis is not everted at all, I've only had him for about a month and a bit. When i got him it was slightly swollen, but I thought I'd just leave him and see if it went away, but when I picked him up and looked yesterday it was swollen up more. Is it safe to use some anti-biotic cream or peroxide to try and kill off the infection??
peroxide kills living tissue, this would be bad. Try soaking him in a bath of 8:1 water and bactine (bactine being the 1 part). It's a hypoallergenic anti-bacterial, just don't use it straight out of the bottle. Dilute it a bit and give him a nice 10 to 15 minute soak wait 2 or 3 days if it doesn't start to clear up get him to a vet. He may be going into prolapse and you could prevent it rather than getting surgery.
