FBT and filtration

I've read that you should change fbt's water every week because of the toxins.My question is if you say like 5gallions of water in your tank and filter the water would the filter do it's thing on the toxins also.Also would you sanitize the filter,pump and heater

I clean my water about once every two weeks. The filter I just rinse out. How do you have your tank set?
