Thermometer troubles

Hello again,
Okay, here's the problem. The room that Joey is in has an ambient temperature of 78 to 83 degrees. I put this same thermometer under his basking area and it registers as 74 degrees. He has a 160 Watt Powersun Flood lamp one foot above him, and also a Reptisun basking lamp of 100W shining on his basking area.
So basically....what the heck is going on?
I noticed my thermometer has an 'indoor' / 'outdoor' switch. When I switch it to 'outdoor' mode, his basking area increases to about 93 degrees. Am I supposed to use the 'outdoor' setting to determine the temperature?
It is a digital thermometer and I bought one of the more expensive ones.
Does anyone have a suggestion of a thermometer that works well?

I bought one at walmart for 20... I would suggest getting a laser thermometer, they cost like 35, I think you can get them at lllreptile, they instantly tell you the temperature of where it is pointed...

As far as indoor/outdoor...
indoor - where thermometer is
outdoor - where thermometer probe is
