Judging by the toepads, this does appear to be a male. The toepad comparison is an artificial means, but is still a good way to sex the larger species such as tincs and azureus. I have found that females of these species tend to have much more defined and broadened shoulder regions which are signifigantly more noticeable than in the males. Hope this helps. Also, your pic is a little hard to see but from what i can see in the toepads, they are rather large in comparsion to the general size of a female's.
