To answer your question, "yes." Another question you could ask would be if you SHOULD cross them. 
BTW, the "strains" you mention are actually distinct species.

I don't know. I know that historically, "species" was defined as being a population of animals which could produce fertile offspring, meaning if animals from two separate species bred, the offspring would be incapable of reproducing (like mules).
However, in the herpetoculture world, it's been shown that many species can interbreed and produce fertile offspring (happens a lot with snakes). Not sure if it can happen with the box turtles.
