My leos enclosure is currently inhabited by a green iguana while my leos are gaining weight from their fasting when they got here. And I don't have any good pics of the whole one...
Slate tile is the safest nice looking substrate in my opinion for a deserty look... sand can cause trouble as you have probably heard.
Decorations... since leos are carnivores you can pretty much use whatever, as long as it isn't toxic/not parasitic... fake plants best... If you are going for the deserty look a nice blasted grapevine, a fish aquarium skull, and little cacti they sell at petco will work nice...
Custom Decorations - Basically use polystyrene, cut them how you want them to look and stack them and such, and use tile grout on them, looks natural, no painting required, takes several coats... BD forum should have more info
