Hard to find a good care sheet on these guys, but one said they are nocternal, is this true, and if so, are red and black heat bulbs acceptable? And should I turn them off at night? Any input would be great. Thanks

Yes, boas are more active at night. You'll often see yours moving about the cage after dark, and in general their feeding response is at it's peak then, too.
I used to use red bulbs for heat and they seemed to work well. However, I switched to radiant heat panels and never went back to bulbs. While a radiant heat panel is much more expensive than an ordinary red light bulb, the benefits are many.
