As you all know heat lamps (clamp light) get very hot to the touch. I have nothing to clamp the lamp to and Im a lil worried that my cat will get curious during the day and accidently knock it off.
Would it be safe to drill maybe 3 tiny holes in the rim of the lamp and use a wire to fasten the light to the screen cover?
Any advise or other ideas always welcome.
Putting the heat light in the enclosure can cause problems because if the animal can get onto it somehow it could prove fatal.
Outside as you said, other animals... then again most other animals probably have a good enough nervous system to know they are getting burned and will withdraw quickly...
You could put like a wooden box around it or something
yeah i think that it would be ok. If you wouldnt care you could also place some duct-tape onto the back of the stand that the light is on or on the wall. I dont recommend the wall because if you live with your parents they might have a fit.

Sounds like a great idea. I'm using almost the same setup for my CHE for my bearded dragon. Ive got it secured to the inside of my screen top (I used hardware cloth and just bent it over 
spent 15 bucks rather than god knows what to buy a premade one for a 90 gal) all I did was use some garbage bag twist ties to hang it from the lid.
