no it's not it's in the middle of the stomach
Assuming it is a very young cham, it probably is the attachment point to his yolk sac, from when he was in the egg. It'll dry up and all you'll see of it later is a little double-row of scales in his belly line.
So, I guess you *could* call it his belly button.

If it is a tiny baby it could be the remains of the yolk sac. I can't really picture what this is. If it is not a tiny hatchling you may need a vet to look at it.
Carlton's correct. And if you're a newbie who bought a cham young enough to have the remnants of a yolk sac, you're both in deep trouble. The mortality rates of such young animals can be high even in experienced hands. See the baby care article in the husbandry section of www.adcham.com
