Whats wrong?

Hi,
I put my boa together and the male is all over the female. He is spurring her and everything but the female will not let him breed with her. But eariler in the year when i go to introduce them the female will move all over the cage with her tail moving like a worm. Why do you think the female is not letting the male breed with her??
