Tank Hygiene

I have recently lost two White's treefrogs due poor tank hygiene and wish to avoid this for my new Pacific treefrogs.My mission is to keep the tanks clean ,clean, clean. For the last few weeks I have been removing the frogs and spraying the tanks with Flukers tank cleaner. The product recommends a thorough rinse and leaves a perfumed odor so I have been hauling the tanks down to our kitchen to rinse them beside the sink with the faucet sprayer. This is not a good idea to rinse animal tanks in the kitchen but how to I get a good rinse otherwise?
I've read discussion on this forum about Nolvason. Can it be used without a rinse and what is the mix ratio? Is their a chemical that can safely be used in amphibian tanks without rinsing so the tanks don't have to be moved? Finally,how is spaghum moss cleaned?
