I was gonna put some rocks in my frogs cage and I was wondering if it would be safe to use hot glue to hold the rocks together so they don't fall and crush my frog.What do you think?

I'd use aquarium silicone. It's made for stuff like that.

Well would hot glue work?Thats what I have and it would be alot easier then spending more money for silicone.As long as it can't harm the frog I will use it.
It won't hold as long or as strong. Aquarium sealent works much better, especially if you plan on the rocks getting any moisture on them. If you want your frog to be ok and not get crushed, I wouldn't see how a few extra bucks makes that much of a diff (aq. sealent isn't that expensive).

Remember that aquarium sealant is ridiculously overpriced, it is better to buy a tube of 100 percent silicon without any additives at a home improvement store, and just use a caulking gun to dispense it.
As for the hot glue, I also do not recommend it because WHO KNOWS if it is inert when it is cured like silicone. EVERYBODY uses silicone professionally.

Make sure and look on the label; some say "not for aquarium use." I got some at home depot and the tube said that. But they also sell some that is OK to use, so you just hafta read the label.
