The simplest of setups is a nice canister filter, from bigaslsonline.com, a 40 gallon will last a while, plenty of hide spaces, cork bark will work.
Buy some play sand, or 1-1.5" river rocks from Home Depot.
Wash it, add it, and fill the water to where he can just extend his neck to breath.
Take an inventory of your fingers, and go buy some minnows, mealworms, beef heart, reptomin and veggies and feed them once a day as a hatchling...
Or you can go to the care sheet page and click on snapping turtle home page...

Columbian RedTail 0.1 (Squishy)
Kenyan Sand Boa 1.0 (Shai'hulud)
Common Snapping Turtle 1.1 (Sherman and Abrahms)
RES 1.0 (speedy)
He pretty much covered everything well. Instead of an aquarium you can get a rubbermaid if your budget is tight.
Good Luck,
Chris
