do tortoises shed like other herps?

ive been a keeper of smakes and liz for years and recently got a russian tort. for my husband. he shed part of the bottom of his shell. underneath then new stuff is hard and white, not dark like the rest of him and there seem to be cracks in this new shell part. is this normal?
trying to get a pic up, i will post it soon.

Po,

From the pic, that looks like a missing scute showing exposed bone. This will not grow back. Tortoises are not known to shed but some flaking can be seen from time to time.

Chip or missing scutes typically occur from trauma to the area or in some cases from fungal infections, also known as shell rot.

The picture is not so clear but that is what it looks like.

i dont know his history to much, there has been no trauma as long as ive had him that i know of. if it is shell rot what can i do about it? im a vet tech, but not at an exotics practice, so im limited on what drugs i can get my hands on, is there something we should do for him with the exposed bone?
anything will help, and ill try to gt a better pic on, its just hard cuz my computer sucks!
