What is Double Clutching?

Is it for example a male copulated with a female and eggs started to grow in her and then a month after the first copulation they mated again and a new set of eggs started to grow and then a month later after the second copulation the first batch of eggs is laid and then another month later the 2nd batch are laid?

Well yes although it is not necessarily the case that the female will mate again although they usually will have ample opportunity to do so, they can store enough sperm from one mating for a couple of clutches. This term is usually used for snakes that uncommonly lay more then one clutch per season, were as, Waterdragons typically double, and can triple and even quadruple clutch.
