err.. sorry

Toad seems to have his/her right eyelid half shut all the time, and has developed a white film on her back... any clue as to what this might be?

it is probably shedding. I assume it has some water to sit in. put it in the water. if no water in the tank then you have bigger problems.

Telling us the symptoms is not enough. You have to post all the parameters of your set up. Size of frog, size of tank, substrate, protocol on water changes, types of food and supplementation ect.

The symptoms you listed do not sound good, if they persist you should take it to a vet.
