Suggestions for resizing photos:
The best format to use is jpg.
Regardless of your current graphics-manipulation program, I strongly recommend IrfanView!!! IrfanView is a FREEware program that is fast, nimble, and most competent at various graphic re-sizing and reformatting functions.
http://www.irfanview.com Get the plug-ins too! Even though I have PaintShop Pro (~$80) and Adobe's Photoshop (~$600), I prefer IrfanView for most of my graphic work!!!

Play with it; you'll be amazed!

Actually, a really really easy way of doing it is through the paint program in Windows, right on your computer. I just go into the paint program, open up a file, which would be my picture in this case , and then I go to "IMAGE", "STRETCH/SKEW" and just type in the correct numbers. It will already be set at 100%, so maybe just type in 30%, which will be 30% of the original size. Then, save it as a new image (you don't want to screw up your original) and then you are all set.
Hope this helps!!!
