that 4.5'-5.5' was the standard size for Hoggs. My female is 5'-5.5'@ 3 years old, and she eats regularly. Perhaps Hoggs over 6' are not 100% pure? Perhaps they have been power fed? Perhaps they will get as large as any BCI and only remain small on their natural island due to scarce food. but, that does belie the fact that there are many mature Hoggs that are fed consistently and never get over 4.5'-5.5'. So, I am stumped.

I think you may have hit the nail on the head when you said "Perhaps they will get as large as any BCI and only remain small on their natural island due to scarce food." I have seen amazing examples of the difference enviroment makes in smaller boas. I just recently aquired 3 year old littermates to some boas I have had since babies, they were about 1/3 the weight of the ones I had raised. Mine are not even close to being obese or power fed either. I think if you did an experiment and raised littermates with just a little difference in food you would see major size differences.
If you were to attempt to breed the smaller litter mates, from your example it would not work because the female must be a certain size. However, small Hog females do breed. That suggest that Hogs are truely smaller snakes tha BCI. I think 7 ft. Hogs are just like 10 ft. BCI, rare but possible.
