burrowing BP

My '03 female BP has a habit of burying herself in her aspen substrate.. I provide hides on both the cool and warm sides of her rubbermaid, but she completely shuns them and buries herself in the aspen instead of curling up in a nice hide.
Temperature on the heatpad side of the cage is 90 degrees, measured on the surface of the aspen. Is she trying to get warmer? I fear that if I turn the heat up, I'll end up frying her when she ends up on the floor of the cage with just the thin rubbermaid between her and the heatpad! But if I turn the heat down, wouldn't it make her want to burrow towards it more? I have tried putting newsprint beneath the aspen but she somehiw gets under even that, even if it's taped down.

there's about 2 inches of aspen in the cage. She's a great feeder and eats a thawed baby rat every week without any problem.

you should measure where the snake is - that's below the aspen, not on top. Perhaps the hides aren't what she wants/needs. They should be round and not too big - she should fit snugly in there with her body touching all sides. Not too high either.
