Bad water? puffed up eyes?

After the loss of one of my baby turtles a few weeks ago I changed the water, today after very carefully examining my turtle while basking I noticed his closed eyes are very bulged out, The algea on the bottom of the tank is a dark brown/green. I have a charcoal filter running 120 gph on a 10 gallon tank. Does anybody know how to correct the water in my tank and spare my turtle. Right now he is in a tupperware container with Pur filtered tap water. I want to make the best living conditions for my turtle but just can't keep the water quality good.

Burner would love any suggestions you give me.

Here they are. The one on the left is my survivor, burner. The one on the left died, I'm not sure how, just found him all puffed up on the top of the water. I mean really puffed up. The Darker one has a hump back. He eats mealworms and pellets. After I started feeding mealworms in his tank I noticed the water quality decreasing and very dark brown green algea. Yea yea I know I explained this in my last post. Maybe my filter is weak. Is charcoal the wrong stuff to use?

Please help me spare my turtle!

I don't know why you lost one of your turtles but I would
do this. I raised my hatchlings this way.

Use a large rubbermaid container. The biggest one you
can find. Go to a home store like Lowe's and buy a
pond statuary filter. It is a small submersible filter.
At one end, put a basking area so that your baby can get
out of the water. Put the heat bulb and your UVB tube over
this area. Buy a dechlorinater and use as directed on the
bottle after adding your water. Let it sit 15 minutes or
so and add your baby. Put these on timers so that they
have a 12 hour on, 12 hour off photoperiod.

You will need to do a partial water change 2 times/week and
a full about every 2 weeks. With only 1 hatchling that should
be sufficient. There are a few very critical things you need
to provide in order for your hatchling to grow up healthy.

1. Clean water
2. Basking area that reaches 85 degrees. Water temp 75-77.
3. Good diet. Reptomin can be the staple.
4. UVB source like the Reptisun 5.0
