Cannot get flexwatt heat tape to produce enough heat?

I have a 11" one foot piece of flexwatt, and a BAH 1000 Thermostate. I a trying to start breeding some crested geckos. My cage is a tall 28qt plastic bin. I am just testing my setup right now, so I put the flexwatt in the bin and close the top and try to get it to 80 degrees. But it will not go above 75, and that is with the thermostat set anywhere from 80 to 100. I have double checked my wiring.

I had the same problem, someone told me the tape kind of needs to be kind of enclosed. Such as in the back of a rack system or up against a wall. that is about all I know, I have tried to get mine to work yet.
