Heaters and Filters...

Can submersible heaters be turned on their sides for shallower water? And are there any filters that can be used in 3" of water as well as a full tank?

I have never used a heater, since my house is warm and the basking lights keep my tank warm enough. You can use a fluval submersable filer in as little as 2-3 inches of water, which I do for a frog tank I have. Also, canister filters don't care how much water you have.
