How are you checking the temp? Sounds like you probably have bad connections between the wiring and the heat tape...

I am checking the temp with a regular fish tank therm. placed on the side of the cage, and I can touch the flexwatt tape with my hand and it doesnt' get very warm. And I don't think it is my wiring, I have change wires and connections and double checked the wiring. thanks for responce.

Plug the Flexwatt directly into the wall outlet and see if it gets warm. If yes, then your thermostat usage is incorrect or else the thermostat is bad.

If the Flexwatt doesn't get warm, then it is likely that the metal clips are not making good contact with the metal foil conductor in the Flexwatt. This is common when the connectors are not put on correctly. Use pliers but have flat metal pieces (like those metal binding plates you can get at any hardware store, like 1/2" wide by 2" long or so) over the Flexwatt connector so that you apply even pressure over the entire connector.
