Set-up Question, opinions please.

I have a 20 tall tank I'm going to set-up as a vert tank for golden mantells, I'm going to make a door for it that will be on the side, and put a peice of plastic aquarium tubing into a hole I'll drill into the plexiglass for overflow run off, the bottom will be gravel and I will slope a little for a water feature, the gravel will have moss growing on top of it so the frogs can't eat the gravel.
My question is should I use a pump of some sort or manually change the water or what?

You can set it up like this with no need for a pump.

That's a good point on design without a need for a pump or siphon. However, if you want a water feature, you'll need to have a valve on that drain to shut it off. Since he was talking about a water feature for his Mantellas, I would guess that he would need that shut-off valve (or just a pinch-off for the tube).

I would personally use an inexpensive fountain pump to circulate the water rather than allowing it to remain stagnant.
