I have had my RES for three days, and he will not eat the pellets that I put in the water. Is this normal? I have never owned a turtle before and would greatly appreciate any help.

Your turtle is just getting use to it's new environment. Dont worry too much. Just keep food available for it and it will eat when it is ready. Turtles can go a really long time without food. In a couple of days if it is still not eating, maybe raise it's water temp to high 70's low 80's and see if that helps. Keep us posted on how it is going.
God Bless
