Sunlight Hours

My fiance' and I are going to be building and outdoor enclosure for our baby eastern box turtles, the sunlight hours are about from 9 AM until 4 PM is that adequate.

Any info would be appreciated...

That should be fine. In fact, you'll want to make sure that they have shade to hide in during those hours in the summer...
As long as you provide a variety of options: sunny, shady, water, soft dirt to burrow in, leaves or straw to hide under, etc., they're good at finding what they need.
I thought I had everything mine could want until my little pond developed a slow leak (actually an overflow where the liner folds), and three of them made themselves at home in the resulting mud for about a month!

You've likely already figured on this but be sure to include a **secure** cover! Predators can come in on four legs, two wings, or two legs!!!
