They've been out since about December (haven't really eaten since November)& are still waxy-coated & sleeping. I live in Northern Utah, so we definately have winters around here, but things are blooming outside now...

If the temps are warm and you are really pushing the moisture/humidity level in the tank up, then they should be out pretty soon.

Thanks. How about substrate changes? I haven't changed it since they began hibernating, figuring I shouldn't disturb them. Should I wait until they wake up to change it, or change it now?

I would wait. They normally do not produce waste while in brumation, and I would think it would be much more beneficial to let them exit their cocoons before disturbing them.
