leopard tortoise throat puffs in and out

Is it normal for a leopard tortoise to puff its throat in and out? I just received this two and a half year old tort 4 days ago and it seems quite healthy except that it keeps puffing its throat out. It had flipped over during shipping. Is that something I should be concerned about? It eats like a machine and drinks when I soak it. It seems to move around normally and its eyes seem alert. Its enclosure has a hot spot at 95F and a cool spot at 82F. Thank you.

Perfectly normal. All torts do it.
