Not getting enough heat?

I have a UTH on one side of my tank, but it feels only slightly luke-warm on the inside. My geckos seems to like it because they liek to lay where it is, but it just doesn't feel hot at all, and the air above it isn't any warmer than on the other side of the cage. Should i try and find a hotter UTH? My room temp is like 74 degrees, which sucks because i hate hot temp in my house. I've only had that UTH going for about a day, will it get hotter over time? I'm using paper towels as a substrate so it won't accumulate much heat. I just feel like they aren't getting the heat they need, and i don't want to get a heat-rock because it could get a hot area and burn them.

what are the temps? hot side and cool side?
what are you using to measure temps?
where are the thermometers?
what kind of hide are you using?
