I wouldn't go lancing that area. It looks like it is infected but hard to tell by a picture. But a prolapsed hemi is no reason or area to go cutting into. Ouch hurts to think of that haha

See the vet about it, don't take advice from people over a picture. A picture can be looked at in different ways and you'll get alot of different opinions. Best bet is to take the word from someone in the field of medicine when dealing with an aillness.
