It's not uncommon, especially in babies. And yes, babies shed quite frequently so that's probably what you're seeing.

My panther does that, and she's over a year old. Whenever I fill up her dripper she stands about six inches away and just shoots at the drops... i stopped using it b/c i was afraid she'd hurt her tounge. it looks really funny though... she would always get confused by it.
My adult male veiled has always done that and seems to recognize the water as water, and just decides to eat it instead of dangling off the flimsy top branches of his ficus. Nothing to worry about, just make sure the cham gets enough water from this way of drinking, and hopefully he will lap water off of leaves/sticks as well, and keep an eye on the wrinkly skin and make sure it isn't dehydration.
