Heat Rope...Need some help real good!

Hello everyone,
I just got heat rope to install on my baby ball rack. The rack holds 20 tubs and I can't get this heat device to work. I purchased it from Big Apple and by know means am I bashing them at all. Their great but I just need some help with this so anyone with experience to help me that would be great. Thanks,
