turtles shell flaking

My turtle shell seems to be flaking, and worst of all their are no vets near me that have experiance with turtles!!!! I also looked for calcium dust but i can't find that either can any one help? and now i don't know if this matter but for the past month she(im pretty sure its a her) has been passing white, stringy stuff,instead of regular poop

Turtles shed their scutes just like snakes shed their skin, don't worry.
