Fire Bellieds

Would fire bellied toads work well in a tank with Tuffie fish, and a snail? Possibly some sort of newt later on.

I am not familiar with that kind of fish but I would have to say no. Having any fish bigger than feeder guppies in with the toads will stress them out. Snails can carry a parasite that will burrow into tadpoles and cause deformities.

I don't know about the newt, someone else may have experience with that. I personally would not but that is just me.
