Female Malis are supposed to range from 11 to 14 inches or so, aren't they? Males are larger - 13 - 16 inches. Mine are supposedly over 2 years old (recently adopted) and they're smaller than that, so they are still growing.
I believe the general recommendation is 6" before switching them to playsand.
I don't know about the fake plant thing. If he can tear chunks off of it, I'd consider removing it to prevent accidental swallowing. The tank that came with my Malis has a little fake diffenbachia and they don't pay any attention to it.
