Undertank heater enough ?

Today i check the temp for my gecko and the undertank heater with a basking spot was a bit too hot. Around 95 on the ground. His favorite sleeping hide is near that place and it was around 89 around there. Was it too hot ? Can a heat pad provide enough heat alone or is it better to have a light too ? My lamp is a 50 watt...maybe i should go with a lower wattage...?
