You should be able to build a suitable habitat and simply state that a garter would be able to live in it, without actually having a garter IN it. If not, your teacher needs to understand that rushing to find a snake to put in an enclosure for a "science project" is not a good idea, for a variety of reasons.
What happens to the snake after the project? Is it to be released? If so, that is illegal in many states. Is the teacher prepared to keep the snake for the foreseeable future?
