First of all, I don't recall you saying... Do you own an alligator snapper, or a common snapper?
If an alligator snapper, when your lil ones opening his mouth check for a wiggling tongue? See it... then your lil guys attempting to catch those pesky fish in his tank,lol.
If its a common snapper, you may just be dealing with a little guy who is attempting to eat you...lol, no joke. My little guys when upon seeing me immediatly run to the side of there tank, under water. And if I put my finger near there tank, they attempt to snap me....
Anywho, neither of these reasons may be what your snappers doing...

It may be "smelling" the water. They will open and close their mouth slightly to pass water over their olfactory organs. Mine does it when I sneak food in the water without him seeing it. He does while he's tracking it down.

when snapping turtles eat they "suck" their food in, so after their done feeding they expel the water that was sucked in with their food. something i find interesting is that my snapping turtle does it too, but mine does it out of water, but he isn't expelling water when he does it out of water, i think hes just trying to make himself look larger then he is.
