hood fixture question

I just ordered an MINI-REPTILE UV AQUALIGHT from reptiledirect.com and it comes with two lighs i was wondering if that is good for the UVB because its 7% or something here is the site:

I am not familiar with this setup first hand. Since it is an ESU product I would venture to say it is not as good as other products. My experience with ESU is they put out little uv and they dont last. Get a reptisun 5 or one of the MVB
