I live in WA, and azureus were my first frogs. I did lose one due to escaping, but other than that have had good luck with them. The key is having a secure enclosure and a regular supply of food. You will have to culture fruit flies, and you will have to set up new cultures regularly.
There are not very many local breeders, but there are plenty of breeders that come to the area for shows. The two big ones are Northwest Frog Fest and the Northwest Captive Breeder's Expo. NWFF tends to move around, last year's was in November, this year's is in August. The NWCBE is a general herp show and is always in October. You'll see frogs there but not as many as NWFF in my experience. Then again, some vendors who also have other herps for sale won't come to NWFF. Both shows have web sites: www.northwestfrogfest and www.beanfarm.com/nwcbe.html
You might also try asking on dendroboard. Just do a search on google for the word, I can't link it.
