"Safe" is an easy to term to define but a difficult one to measure. I'll make no attempts to do so. However, I will give you some information to ponder.

Two-part epoxy paints have some of the nastiest solvents in any commericially available products. To use them requires a respirator and a highly ventilated area. Even then you'll likely get a terrible headache.

But these epoxies have been used to seal plywood aquaria that have gone on to hold delicate marine invertebrates and vertebrates for years with no apparent side-effects.

So I guess my point is that many products are probably "safe" if you're willing to wait the appropriate amount of time for them to dry or cure.

Regarding "waterproof", there's another term that everyone seems to define differently. If you truely mean waterproof in that the cage could hold water indefinately then epoxies are your likeliest choice.

Fiberglass resin is probably the cheapest and easist to find epoxy but also the hardest to work with. I think you could add grey pigments to it.
