BTS with chapped lips?

My BTS seems to have a pretty dry area at the very end of his nose/mouth. It covers about 3-4 scales at the tip of his nose & 2-3 scales on the bottom jaw. It looks a bit blushed or rosey & feels pretty dry. Any suggestions about what may be causing it or if I should do anything about it? I switched him from carpet to aspen about 3 weeks ago & have begun feeding every 3rd day instead of every day or every other day, but other than that nothing's changed. His warm side is around 100 w/ a UTH, cool side around 73, UV bulb above, 30 gallon tank, large water dish & hide areas.

-Could he be rubbing his face on the inside of his enclosure excessively to get out? (mild nose rub)
-Could it be retained shed?
-Could it be dried food?

Soaking him a few times will probably resolve the later two.

I never see him rub, so I don't think it's that. I thought it might be shed, although it's been weeks since he shed last & this is new. It's subsided a bit & isn't as rosey now, but his belly scales are really dry now. Do you think it's a problem w/ the aspen bedding? How often should I be changing it? It's been about 3 weeks & I can't even find his poop in it to scoop it out...
