feeding: feed it mice, it looks like small adults would be fine. quail or chicks work fine, as long as they are very young. i would buy a bunch of frozen mice, like 200 and put them in the freezer and dethaw a few every couple or three days.
enclosure: it sucks, you need to have the lights inside the cage so they can effectively do what they are meant to do, heat up a monitor.
your substrate is poor, sorry man, the pet shop lied to you. go out and dig up some dirt or go to a nursery and ask for sandy loam with out much clay.
temps: once you have figured out how to get the lights inside the cage at a not too far away, not too close level (temp guns work great) you will want a basking (on the left or right side of the cage) at about 130ish and the low end at about 85ish, not much higher at all.
owning monitors is lots of work. you bought it, now you have to deal with it. its like adopting a human without knowing even how to change a diaper or clean its ears, time to jump in the deep end of the pool man.
