I just noticed Stewie has some brownish spots around the normal colors on his plastron scutes. Is this normal? He's fed well and has uva and uvb lights...Is this something I should worry about or is this normal as he grows?

Probably normal, they do get brown lines around the scutes as they grow and lose that baby green shell.
